Every state (except Alaska's local option) sets a single state rate, but counties, cities and special districts add their own. The combined rate here is state rate plus the population-weighted average local rate — a real destination may be above or below it. The max local rate shows the ceiling.
Five: Alaska, Delaware, Montana, New Hampshire and Oregon. Alaska and Montana allow local jurisdictions to levy their own sales taxes — Montana has none today, but Alaska's boroughs and cities can and do. Delaware, New Hampshire and Oregon are true no-tax states.
New Jersey has a single uniform state rate of 6.63% with no general local rates, but two urban enterprise zones add up to 3.31%. The Tax Foundation reports the effective combined rate as 6.60% after accounting for the reduced 3.31% rate in those zones — a nuance of the underlying data.
Louisiana, at 10.13% — the only state above 10% when you combine its 5% state rate with average local rates of 5.13%. Tennessee (9.61%) and Washington (9.57%) follow. California's state rate is 7.25%, but its local rates are comparatively low, putting it just outside the top five.
